The Barlows' weird artwork

I've long been puzzled by the glimpses we get of the painting hanging in the Barlows' hallway. In fact, in my pre-Corrieblog existence I even wondered if it was a picture of Jesus arresting a cowboy. As we can see here, it's not so much a cowboy, more a boy scout. But why? Does anyone know? Email me if you have any information at all about this very odd piece of art.
